Eth Get Uncle Count By Block Number

Get the number of uncle blocks for a block specified by block number. Returns the uncle count as a hex string. SKALE chains don’t have uncles, so this always returns 0x0. Useful for compatibility with Ethereum tools that expect this method. Requires x402 blockchain payment.
